bakio is a small coastal town in the basque country known for its beaches and surf. but heavy rains periodically turn its local river into a threat, sending floodwaters through the streets, a problem that climate change is expected to make worse. local and regional governments are now developing a plan to transform the riverbanks into 22 acres of public green space that, during major storms, would intentionally flood to absorb water and protect homes. a similar model has already worked in the netherlands. watch the video to learn how it would work in bakio.
